1. Analyze the proposal, understand the provisions and how it will impact REALTORS®.
2. Reach a consensus within the REALTOR® community about the proposal.
3. Consider why REALTORS® oppose the proposal and be prepared to articulate the reasons clearly and persuasively.
4. Assess the factors contributing to the controversy: Who is pursuing this issue and why?
5. Examine the community (i.e., property owners, tenants and others) and determine where popular opinion might be.
6. Take a look at the city council and determine how many votes the proposal has.
7. Reach out to other organizations that represent reliable coalition partners, such as apartment and business owners.
8. Identify respected community leaders and groups who might be interested in speaking out against the proposal.
9. Hire a pollster to evaluate local demographics, popular sentiment and political dynamics, as well as a consultant to develop a winning strategy.
10. Determine the best arguments, a persuasive theme and effective lobbying strategies to present your case.
