C.A.R. Committees are generally comprised of a Chair, two Vice Chairs, 31 Regional Representatives, and Members at Large. Some committees may make policy recommendations, while others are established to work on certain projects or programs, disseminate information about a particular subject, or to serve in an advisory role.
Committees are created by the C.A.R. Board of Directors, and may be standing committees or may exist for a specified amount of time or to work on a short term issue.
Committees report to the Board of Directors, with certain exceptions, and all policy decisions are made only by the Board of Directors.
If there are fiscal implications contained in a committee's recommendation, the matter is reviewed by the Strategic Planning and Finance Committee.
Each committee presents its recommendations to the Executive Committee for review, and then to the Board of Directors for action. Association policy is only determined by the Board of Directors.
A Committee Liaison, appointed by the C.A.R. Leadership Team, may serve in a non-voting advisory role to assist the Chair and Vice Chairs of the committee, and to assist in communicating between the committee leadership and the Leadership Team.
