Chair Doug Covill called the meeting to order at 10:01a.m. Doug welcomed everyone to their first meeting and introduced her leadership team: Sharon Bowler, Vice Chair, Betty Taisch, Vice Chair, Dennis Mason, Committee Liaison and C.A.R. staff, Monica Rodriguez, Lisa Edwards and Lynn Movroydis
PAC Allocation Update: In the Spring of 2012, the Board of Directors passed a motion that changed PAC Allocation to 70% CREPAC/Federal (California Real Estate Political Action Committee/Federal) and 30% to Local Candidate Recommendation Committee (LCRC). This motion before you today is to preserve small contributor PAC status and clarify that all corporate contributions are allocated to the State PACs.
Motion: It was moved, seconded and CARRIED to make the recommendation that the REALTOR® Action Assessment (RAA) and REALTOR® Action Fund (RAF) Political contributions allocation formula be as follows for 2013:
RAA (REALTOR® Action Assessment):
$49: Personal/Corporate Contributions 0% to CREPAC/Federal (California Real Estate Political Action Committee/Federal) 25% to CREIEC (California Real Estate Independent Expenditure Committee) 45% to CREPAC/State (California Real Estate Political Action Committee/State) 30% to LCRC (Local Candidate Recommendation Committee, which are the subaccounts for the local AORs)
Voluntary RAF (REALTOR® ACTION FUND): Personal Contributions-$1 up to $200: 70% to CREPAC/Federal (California Real Estate Political Action Committee/Federal) 30% to LCRC (Local Candidate Recommendation Committee, which are the subaccounts of for the local AORs) Above $200 up to $5,000 to CREPAC/Federal Corporate Contributions-$1 up to $200: 70% to CREIEC (California Real Estate Independent Expenditure Committee) 30% to LCRC (Local Candidate Recommendation Committee, which are the subaccounts for the local AORs) Above $200 up to $5000 to CREIEC (California Real Estate Independent Expenditure Committee).
C.A.R. Updates: Dorothy Jackson, CREPAC Chair thanked the committee for all their hard work in raising RAF funds and that the CREPAC Trustees were successful in 2012 Election Cycle. Pat Fredericks, IMPAC Chair gave an update on IMPAC and encouraged everyone to use their funds and that the IMPAC Trustees are available to assist them. Rick Violett, Chair PAF reported that the PAF had not met yet, but looks forward to an exciting year. DeAnn Kerr, Member Mobilization Consultant, reported that in an effort to help bring new folks to Legislative Day, C.A.R. is trying a pilot project where your association can be reimbursed a certain amount for bringing members, who have never attended, to Legislative Day. NAR Updates: Sharon Bowler and Judy Zeigler, RPAC Fundraising Trustees reported that the 2013 California Goals: Fair Share goal for 2013 is $703,247; increase the Major Donor participation by 20% and the NAR President Circle goal is 57. She further reported the 2013 RPAC Changes: a) The New NAR RPAC Participation Criteria; b) Discontinue the annual recognition in State REALTOR® Magazines, due to rising printing costs and declining readership; c) Discontinue complimentary tickets to local attractions; d) Discontinue the annual convention RPAC Hall of Fame, President's Circle, Golden R/Crystal R Receptions and Hall of Fame Induction Ceremony; and e) Issues Conference Guest Policy-beginning in 2014, a guest fee for the Issues Conference will be assessed for guests 18 years and older. The fee will be $495 per guest.
2012 Recap 2012: $1,586,854 in voluntary REALTOR® Action Fund contributions with 11% of our 157,313 members participating. 2012 RAF Statistics: 13,611 $49 contributors; 3,851 $148 Contributors, 71 California Silver Bears; 330 NAR Sterling "Rs" (including renewing Chartered California Golden Rs; 1 NAR Crystal R and 107 NAR Golden R's (new and renewing)
2013 RAF Focus: Homeownership Matters!
2013 Objectives: a) To create and sustain a statewide fundraising campaign to promote political awareness and increase REALTOR® Action Fund participation; b)Establish a RAF Committee at each local association for the sole purpose of increasing voluntary RAF contributions. The two objectives are to 1. Educate members, at the local level, regarding the importance of contributing to RAF by utilizing strategies and messaging and 2. Create and sustain a recognition program for voluntary RAF contributors at the local level; c) For every region to achieve 100% C.A.R. Director Participation and d) Promote Local Association Legislative Day Contest. RAF Subgroup: The purpose of this group is to attend the Regional Caucus meetings held during the BOD meetings to help promote REALTOR® Action Fund objectives. 2013 Goals: Raise $1.6 million in REALTOR® Action Fund voluntary contributions and increase voluntary REALTOR® Action Fund participation to 18%. YPN (Young Professional Network) group has resurrected the Million Dollar Pledge to their members. The goal is to have 100 YPN members commit to contributing $10,000 to REALTOR® Action Fund over their lifetime as a REALTOR®. What an outstanding commitment!
2013 New Fundraising Deadline: All monthly payment plans and direct contributions must be completed by September 30, 2013.
Participation Levels: The California Association of REALTOR®S® recognizes and appreciates those members that take the next step and become a REALTOR® Action Fund Major Donor. Below is a description of the various levels of participation.
REALTOR®® Action Fund $148 contribution includes RAF pin given upon initial contribution, a new ribbon is given to a member annually and an invitation to C.A.R.'s annual Capitol Reception held during Legislative Day in Sacramento.
Major Donor Levels California Silver Bear (California only) $449 Annual Contribution – Members will receive a Silver Bear pin upon initial contribution, a new ribbon given to a member annually, along with an invitation to all C.A.R.'s major donor receptions held during the C.A.R. Directors’ meetings Chartered California Golden “R” (Recognized as a NAR Sterling “R” as of 12-31-11) $449 Annual Renewal-Members will receive a new major donor ribbon, along with an invitation to all C.A.R. major donor receptions held during the C.A.R. Directors’ meetings. N.A.R. Sterling "R" $1,000 Initial Contribution and $1,000 Annually-NAR Sterling "R" pin given by NAR upon initial investment, invitation from NAR to attend their special functions during NAR meetings. Members will receive a major donor ribbon, along with an invitation to all C.A.R. major donor receptions. NAR Crystal "R" $2,500 initially and $1,500 annually- NAR provides annual pin, invitation to attend NAR’s special functions during NAR meetings. C.A.R. provides a major donor ribbon given and an invitation to all C.A.R.’s major donor receptions held during the C.A.R. Directors meetings. NAR Golden "R" $5,000 initially and $2,000 annually- $449 Annual Renewal for Chartered NAR Golden "R's" prior to 01.01.02. NAR provides annual pin, invitation to attend NAR’s special functions during NAR meetings. C.A.R. provides a major donor ribbon given and an invitation to all C.A.R.’s major donor receptions held during the C.A.R. Directors meetings. C.A.R. President Circle Club A member that contributes a lifetime contribution of $1,000 to the REALTOR®® Action Fund will receive the first President Circle pin that C.A.R. will update when you reach each $1,000 milestone, up to $10,000. V.I.P. C.A.R. President's Circle Club Card Members who achieve a lifetime accumulation of $10K or above, and who are current RAF contributors will receive a Personalized C.A.R. Gold President's Circle Card to include the following benefits: Designated VIP bar at C.A.R. receptions; Priority seating at Legislative Day/Expo luncheons (Advanced payment required for C.A.R. luncheons); Guaranteed reservation at host hotel for all C.A.R. meetings (Advanced reservation with standard processing fee required); 10% discount on the REBS course “Tech On Demand.” Hall Of Fame Level: $25,001+ Commemorative Crystal Paperweight $50,000+ Commemorative Crystal Paperweight
Doug asked all the REALTOR® Action Fund Committee members who were a $148 or above to please stand and be acknowledged.
New Business: Staff was directed to provide a list of Acronyms in the Spring Meeting Materials. Save the Date: Legislative Day/Capitol Reception is scheduled for Wednesday, May 1, 2013 in Sacramento. Remember, this is "thank you" to REALTOR® members, affiliates and local Association management staff, which includes Association Executives (AEs and Government Affairs Directors (GADs) that contributed $148 "The True Cost of Doing Business!"
