2012 Spring RAF Committee Meeting Notes

Call to Order: Chair Emily Link called the meeting to order at 9:45a.m. Emily welcomed everyone to their second meeting and introduced her leadership team: Doug Covill, Vice Chair, Barry Zwahlen, Vice Chair, Judy Zeigler, Committee Liaison and C.A.R. staff, David Howard, Lynn Movroydis and Lisa Edwards.
Capitol Reception Recap: We had 58Legislators attend our Capitol Reception. This is another new record!
Issue Briefing Paper (IBP), Chair Emily Link open discussion on the Issue Briefing Paper (IBP): There was a great deal of discussion on the following three issues:
Issue 1: How to meet the NAR/RPAC Fair Share Goal?
It was moved, seconded and CARRIED that the REALTOR Action Fund Committee recommends that the RAF allocation from 70% to CREPAC/State to a new formula of 70% to CREPAC/Federal. (Note: This would not change the RAF allocation of 30% to local AORs.)
Issue 2: Should the RAF contribution be changed to an amount other than the $49 (currently the RAF &RAA amount are both $49)?
It was moved, seconded and DENIED that the RAF Committee recommends changing the amount from $49 to any other amount.
Issue 3: Should C.A.R. change its policy so the RAF contribution does not have to be A"above the line" on the dues billing statements in order for local AORS to access their LCRC subaccount funds?
It was moved, seconded and CARRIED that C.A.R. take no action leaving C.A.R. policy in place requiring the RAF to be above-the-line in the local AOR dues billing statement in order for local AORs to have access to their LCRC subaccount funds.
Vice Chair, Doug Covill, reviewed 2012 RAF goals and objectives and the RAF voluntary levels.
Vice Chair, Barry Zwahlen, reported that at this meeting we collected $39,500 RAF contributions. To date, we have collected $1.296,000.000 million and we have 11% participation. The following Regions have 100% of their C.A.R. Directors at $148 or above participation: Regions 1,5, 6, 9, 18, 19, 20, 21, 22, 28, and 29!
2012 Contest:
Part 1: The Association that collects the most voluntary RAF contributions and has the greatest improvement in the RAF voluntary participation within their category (Petite, Small, Medium I and Medium II, Large and Jumbo) will receive a check in amount of $1000 to be used at the Local Association's discretion, as well as an award to be displayed at the Local Association.
REALTOR® PARTY OF CALIFORNIA Update: Voter Registration effort is in full swing: Local Associations have materials to register REALTORS® to vote and some are conducting phone banks to engage their members. Political Field Representatives are visiting local associations to involve members in 2012 campaigns and provide support to local candidates through the use of LCRC funds and NAR IE funds.
C.A.R. Updates:
Carol Facciponti, CREPAC Chair thanked the committee for all their hard work in raising RAF funds and that the CREPAC Trustees were using these funds in the best interest of organized real estate.
Les Fishman, IMPAC Chair reported on that IMPAC committee activities.
DeAnn Kerr, Member Mobilization reviewed the Broker Involvement Program.
RPAC/NAR Update:
Sharon Bowler, RPAC Region 13 Trustee reported that C.A.R. had met its Fair Share goal for 2012 at $710,000 for 101%. She reminded everyone that the 1st round of $500 for President Circle is due by 5-31-12. She announced that Jeff Barnett, Don Faught, Leannah Hunt, Jared Martin, Walt McDonald, Geoff McIntosh, Ken Neufeld, Beth Peerce, Bill Plattos and Rick Violett are 2012 NAR Hall of Fame inductees (lifetime contributions of $25,000+). She further announced that Robert Kulick had reached the $50,000+ Hall of Fame Level!
NAR RPAC Major Donor Fundraising Chair, Marbury Little gave a motivational talk regarding the importance of political fundraising
RAF Chair, Emily Link discussed the success of Major Donor dinners.
New Business:
Lynn Movroydis, C.A.R. staff gave an update regarding local association RAF Committees and trainings
