Job Title: Legislative Analyst
Reports To:  Legislative Advocate Manager
Group:  Governmental Affairs
Compensation Range: $64,500 to $68,000 annually

The Role:

We are looking for a Legislative Analyst to identify bills of interest to the CALIFORNIA ASSOCIATION OF REALTORS® and communicate C.A.R.’s legislative policy development with members of the organization and stakeholders. Key Responsibilities:

  • Review all bills introduced and amended throughout the legislative session to identify bills of interest to C.A.R. and refer to appropriate lobbyist with a recommended position based on existing policy.
  • Prepare legal updates/legislative program/ newsletters, etc. communicating C.A.R.’s policy and legislative program development.
  • Provide research support to legislative advocates.
  • Serve as a liaison between local Governmental Affairs Director and C.A.R. on the state legislative level.
  • Compile a draft for the Chief Lobbyist's weekly update and prepare a draft of the Legislative Program bill report, with editing by the responsible legislative advocate.
  • Prepare and edit PowerPoint presentations for use in outreaches and other presentations.
  • Organize, arrange for speakers, monitor, and record Policy Committee meetings during Board of Director meetings, and assist with minutes and motion presentation at Legislative Committee consisting of 1 week annually.
  • Administer internal bill tracking system; includes internal archives.
  • Assist periodically with requests from C.A.R.’s PACs.
  • Utilize various electronic systems on a regular basis: State Archives for Legislative intent research; CapitolTrack proprietary bill tracking software system; California Legislative Information website (LegInfo); 
  • Prepare Issue Briefing Papers for ballot propositions on a statewide ballot. (only during election years)

Minimum Qualifications:

  • Bachelor's Degree in government, political science, or related field.
  • Minimum of 2 years work experience
  • Intermediate to advanced level in Microsoft Suite (Word, Excel, Access, Publisher, etc.)
  • Familiarity with Zoom
  • Strong presentation creation skills (PowerPoint)
  • Strong internet research skills

Preferred Qualifications:

  • Political, legislative, or policy experience
  • Knowledge of legislative protocols/public policy formation
