In September 1997, the Board of Directors adopted the following motion:

That, beginning in 1998, the primary method of information dissemination for C.A.R. Business and Committee meetings shall be electronic communications.  A requirement to receive information as a member of the Board of Directors or a committee member shall be access to electronic mail and the Internet.
