GUIDELINE PROCEDURES IN 2007 FOR SELECTION OF NAR DIRECTORS REPRESENTING STATE ASSOCIATION FOR YEAR 2008 DIRECTORS
Exhibit BAnnual Nominations for State Allocated NAR DirectorsAll members are eligible for the state allocated NAR Director positions, including those members from California’s large local associations who are entitled to select NAR Directors by virtue of having 2000 members or more.Local Associations and/or REALTOR®/REALTOR® Associate members of C.A.R. may recommend qualified members as candidates for NAR Directors. Said applications shall be submitted to the C.A.R. headquarters on a standard nomination form (available from C.A.R.’s office) between mid-January and forty five days before C.A.R.’s scheduled Summer Directors’ meeting. The current candidate application form is to include C.A.R.’s document, “California-NAR Director – Being an Effective NAR Representative, which covers performance standards for an NAR Director.Each applicant is to attach a current copy of their C.A.R. Member Profile Report and a photograph to the application. After recording receipt of same by staff, copy of the application form will be sent to the NAR Director Selection Subcommittee of the Nominating Committee.Term of Service: Term of service allocated to State Associations is for three-year terms or to fill vacancies. C.A.R. does not have a limit on the number of terms a director may serve.Elected Leaders: In order to ensure the association’s primary elected leaders would be NAR Directors:• The C.A.R. President shall resign his/her existing NAR directorship, if any, and shall be a voting NAR director as a State President.• The incoming C.A.R. President-elect upon commencement of the year as President-elect, if not already holding a director position, shall automatically receive a minimum of a one-year term; and• The Treasurer, if not already holding a director position, shall automatically receive a directorship coinciding with his/her term as Treasurer.• The immediate Past President shall receive priority for a directorship in consideration of his/her previous Directorship that may have been vacated to serve as State President.Vacancies: In order to fill vacancies that may occur due to resignations or C.A.R. membership increases after the association designates their NAR Directors in June, the association will designate seven more candidates than allocated (in priority order) as NAR Director Alternates. If one or more vacancies should occur in the association’s allocation of directors, the vacancy shall be filled in priority order, first to Elected Leadership and then to Alternates."NAR Director Alternates are designated to be called upon in priority order for a period of one year, to coincide with the NAR term of office, which runs from the day after the last day of the NAR Convention, until the conclusion of the next NAR Convention. The next individual selected in priority order as a NAR Director Alternate, and who is willing and able to serve as a NAR Director upon notification of a vacancy by the C.A.R. Leadership, shall be appointed to serve the remaining portion of the term of the individual being replaced. For example, if a NAR Director has served two years of a three- year term, and then resigns, the next available Alternate would be appointed to serve forthe remaining year only. If more than one vacancy occurs at the same time, and the terms of those individuals end at different times, the position with the longest amount of time remaining would go to the next available Alternate, and the position with a shorter remaining term would go to the Alternate who follows in priority order.""In the event that all of the seven Alternates are appointed to fill vacant terms, or are unable to serve, the C.A.R. Leadership shall consult with the current Chair ofthe Nominating Committee to review the prioritization of the applicants for NAR Director who were not selected as Directors or as Alternates. Priority consideration will be given to the next available applicant in the order established by the NAR Director Selection Subcommittee."Note: NAR is required to use the July 31 membership figures to calculate the number of Directors each state will be entitled to for the following year.NAR Director Selection SubcommitteeThe charge of the subcommittee is to review all applications for NAR Director and report their recommendations to the C.A.R. Nominating Committee. The Nominating Committee will then make a recommendation to the Executive Committee and the Board of Directors for approval.Selection Criteria: Inthe selection process, the subcommittee shall recommend potential NAR Directors that are the most qualified. The subcommittee is comprised of seven voting members as follows:1. Nominating Committee Vice Chairman who shall serve as Chairman2. Nominating Committee Ex-Officio member as a voting liaison (The most recent past State Association President who is eligible and willing to serve and who is not a candidate for NAR Director.)3. C.A.R. President-elect as a voting member4-7. Four Nominating Committee Regional Representatives appointed by the Chairman of the Nominating CommitteeNote: Regional Representatives so appointed shall not be from the same region in which the Chairman, President-elect or the most recentState Association President selected under number 2 above ex-officio liaison member belongs.No member of the subcommittee shall be a candidate for a NAR Director position. Should any of the following automatic appointees be a candidate:-- Vice Chairman ofNominating -- the Chairman of Nominating shall name another Regional Representative as a replacement appointment to the Subcommittee and shall select a new Chair of the subcommittee.-- Most Recent Past State Association President selected under number 2above Ex-officio liaison member -- if there is no past State Association President eligible and willing to serve under Section 2, the Chairman of Nominating shall name another Regional Representative or current NAR director from California not currently a candidate for a NAR position as a replacement appointment to the Subcommittee.-- C.A.R. President-elect -- shall remain on the Subcommittee, but shall not have a vote. The Chairman of the Nominating shall name another Regional Representative or current NAR Director from California not currently a candidate for NAR Director position as a voting member of the Subcommittee.Candidate Applications: -- A packet containing only the candidate application form(s) from the respective Nominating Committee member’s Region shall be sent to the Nominating Committee Members and Alternates. In addition, C.A.R. will make available to the Nominating Committee members at the June Meeting packets containing copies of all candidate forms for those wishing to review other applications for this position.The NAR Director Selection Subcommittee shall submit to the C.A.R. Nominating Committee at the Summer Directors’ meeting the names of candidates to fill the positions commencing the following elective year. The Nominating Committee will then make a final recommendation to the Executive Committee and Board of Directors for approval.
