II. Guest Speaker: Jill Willis, Best Best & KriegerJill Willis is a Partner in the Environmental Law and Natural Resources Practice Group of the law firm of Best Best & Krieger LLP. Currently, Best Best & Krieger LLP is representing Lake Arrowhead Community Services District in a water rights dispute atLake Arrowhead. Jill specializes in water rights and related issues, has significant litigation experience and is also actively involved in one of the State's largest and most complex groundwater adjudications involving the Santa Maria Groundwater Basin.She represents numerous public and private clients in actions involving surface and groundwater rights throughout Southern California, including the Antelope Valley, the Cucamonga Basin, the Chino Basin, the Santa Ana River, and the Colorado River. Jillalso represents the Friant Water Users Authority in a federal environmental matter involving the Federal Central Valley Project.Jill will be presenting a legal discussion on the perfection of water rights in California with an emphasis on the currently pending Lake Arrowhead decision. Her presentation will be followed by a Q & A session.
