The purpose of the task force is to consider C.A.R.'s current policies on Point of Sale (POS) energy efficiency audits and retrofits. The Task Force is charged with generating a comprehensive draft policy to address proposed rules suggested by government agencies and resource-conservation proponents, for which C.A.R. has no existing policy direction. C.A.R.’s existing policy is to oppose any POS requirement which may unreasonably burden or delay close of escrow, increase transaction costs, or mandate improvements which will not be cost effective. The Task Force may review issues which include building, remodeling, and construction permit triggers for required retrofits; disclosing utility bill information at POS; remote smart meter audits; bill repayment; and tax funded offsets and incentives. The Task Force will present a final report and recommendations to the Land Use and Environmental Committee, the Legislative Committee and the Board of Directors in October 2014.
The first meeting of the task force is scheduled for April 30, 2014.
