State IMPAC is an issue political action funds maintained by C.A.R. Local IMPAC is an issue political action fundmaintained by C.A.R. for a local Association.How are State and Local IMPAC funded? Funding for C.A.R.’s Issues Mobilization Political Action Committee (IMPAC) comes primarily from a $10.00 set aside from themembers’ dues, which is deposited in the Issue Action Fund (IAF). Additionally, a small percentage of funding is received from the Political Activities Fund, also from dues.What can IMPAC funds pay for? IMPAC funds CAN be used for a wide variety of purposes related to issue advocacy. These include: · Ballot Measure Campaigns - REALTOR® Issue Mobilization Campaigns · Dues and Contributions to Coalitions - Receptions/Events/Conferences · Advocacy and Policy Education · Policy Research and Consulting Services · Travel, Meals and Receptions Associated with Lobbying an Issue (Local IMPAC only)IMPAC CANNOT be used: · to benefit candidates for office · for activities which impose a lobbyist registration burden on C.A.R. · for routine business expenses ofa local Association.How are requests submitted? Local IMPAC expenditure requests are submitted on the Local IMPAC Request Form which is available on the web. The completed form must be accompanied by a copy of local AOR minutes reflecting authorization of the expense (from the BOD, Local IMPAC Trustees or equivalent), receipts and/or invoices for the expense, and other supporting documentation.There are two State IMPAC Request forms. The CAMPAIGN REQUEST FORM is for requests for contributions to ballot measure campaigns. The PROGRAM REQUEST FORM is for requests for contributions to any other issue activity. The form must be completely and legibly filled out,signed by the Board President and all supporting documents must be attached.How are requests evaluated? IMPAC staff and IMPAC’s legal consultant review the request and supporting materials to assure compliance with IMPAC guidelines and local, state, and federal requirements. Review process takes approximately two weeks. The review process can be expedited upon request from the local AOR.C.A.R.’s IMPAC Trustees consider several criteria when they evaluate State IMPAC requests, including: the statewide significance of the issue, REALTOR® commitment to the effort; the relative importance of the issue when weighed against C.A.R.'s political objectives; and other considerations.What are Interboard Solicitations? In certain instances, such as issues of regional concern, it may be appropriate for a local Association to request that other local Associations contribute some of their local IMPAC funds to an issues advocacy effort.
